Konstantin Dobrynin

Konstantin is responsible for the strategic management of our firm. He deals with the strategies and ideologies of long-term operational development at the firm and manages the largest and most complex projects of Pen & Paper.

Konstantin has been an official representative of Pen & Paper in London since March 2019.

He specialises in criminal and criminal-procedural law, constitutional law and the protection of property. He represented the Arkhangelsk Region for four years as a member of the Federation Council of the Russian Federal Assembly (senator) and Deputy Chair of the Federation Council Committee for Constitutional Legislation and State Construction, and was the plenipotentiary representative of the Federation Council at the Russian Justice Ministry. Through his active work in the upper chamber of the Russian Parliament he has become an acknowledged legislative expert among the legal community and has been responsible for over 70 legislative initiatives, most of which have since become federal laws.

He has developed and teaches a special academic course at the Northern Arctic Federal University in Arkhangelsk called ‘Protecting the Constitutional Rights of Citizens in Criminal Proceedings’.

He was a State Secretary, Deputy President of the Federal Chamber of Lawyers of the Russian Federation from October 2015 to March 2022. He was in charge of expert interaction with state bodies such as Parliament, Government, Prosecutor General's Office, etc. His responsibilities also include coordination of issues on legislative improvement of the Institute of advocacy in the Russian Federation, organization of legislative work and promotion of the bar as a special institution for the protection of constitutional rights of citizens, including issues of the image of the legal profession and protection of the lawyers' rights from encroachments by the state. Currently, he is a member of the Council of the Federal Chamber of Lawyers of the Russian Federation.

Konstantin devised a successful strategy and tactics to protect minority shareholders of the Lenta hypermarket chain in a corporate conflict with other shareholders, including those of the largest American foreign investment funds TPG Capital and VTB bank. His work led to the biggest deal in the history of the Russian retail sector. This was concluded in 2011 and was valued at USD 1,14 billion.

Furthermore, between 2001 and 2004 he played a direct role in the largest corporate dispute of leading Russian paper pulp manufacturer, Ilim Pulp Enterprise (now OJSC Ilim Group), with Oleg Deripaska’s company Basic Element. He assumed management positions, acting as director of the Legal Department at Ilim Pulp Enterprise.

Konstantin was one of the key developers and organisers of successful programmes for the resolution and appropriate legal conclusion of this dispute with the company Basic Element. This related to ownership of the property title to the Bratsky, Ust-Ilimsky and Kotlasskiy pulp and paper works. The protected assets were valued at over USD 2 billion.

He is the co-author of ‘Thomson Reuters Investing in Russia Global Guide’.
